Ashghal’s Companies Prequalification General Committee publishes a fixed checklist of documents a subcontractor must submit. This page states which of those items are already published on this site and verifiable without contacting us, and which are supplied on request.
What this page does and does not claim

- This page is a guide to the evidence Masas can supply. It is not a claim of current listing on the Approved Companies List, and it is not issued by Ashghal. Prequalification status is granted by the Authority, not asserted by an applicant. Every item marked as published below can be checked on this site now.

- Item numbers on this page follow Annex A1 of the CPGC submittal guideline, revision 1.0, October 2025, so each line can be read against the Authority’s own checklist.

Published on this site
- Annex A1, item 8 — ISO 9001:2015 quality management certificate
- Certificate number, issuing body, accreditation body and validity are published in full, with the certificate document itself. The audited scope is quoted exactly as issued.
- Annex A1, item 9 — ISO 45001:2018 occupational health and safety certificate
- Published on the same terms, covering hazard identification, method statements and risk assessment across the same certified scope.
- Annex A1, item 10 — ISO 14001:2015 environmental management certificate
- Published on the same terms, covering waste, emissions and site impact across the same certified scope. All three certificates carry the same expiry and are audited together.
- Annex A1, item 15 — Reference list of projects
- Completed projects are published with scope, location, structural detail and the consultant where recorded. Projects delivered under confidentiality are published by scope and scale without naming the client. Approval letters and completion certificates are supplied with a submission.

- Company background, capability and delivery record are published on the About page.
Commercial and project-specific documents are provided directly to the requesting contractor or consultant, not published.

- Supplied with a submission. Not published.
- Annex A1, item 5 — Organisation chart, key personnel CVs and training certificates
- Supplied with a submission. Personnel records are not published.
- Annex A1, item 6 — Categorised employee list
- Management, supervision and trades, with quantities. Supplied on request.
- Annex A1, item 7 — Equipment, machinery and testing tools, with calibration certificates
- Plant list with valid calibration records. Supplied on request.
- Annex A1, item 11 — Audited financial statements, last three years
- Supplied directly to the requesting party. Never published.
- Annex A1, item 12 — QA/QC procedures and Inspection & Test Plan
- Prepared for the specific scope of works, signed and stamped. Supplied with a submission.
- Annex A1, item 13 — Method statement, risk assessment and installation procedure
- Prepared for the specific scope of works. Supplied with a submission.
- Annex A1, item 14 — Compliance statement against QCS and Ashghal specifications
- Stamped statement against the current Qatar Construction Specifications, listing any deviation with justification. Prepared per submission.
- Annex A1, item 17 — Anti-corruption policy letter
- Signed and stamped by an authorised representative. Prepared per submission.
Assessment and audit

- The CPGC checklist requires the covering letter to be bilingual, and the Commercial Registration in both languages. Masas documents its work in Arabic and English, and this site is published in full in both, so evidence can be circulated internally without translation.
- Assessment and audit
- The Authority assesses applicants against an ISO 9001:2015 checklist and may inspect the office, workshop or laydown area. Masas is certified to that standard by an IAS-accredited body and the workshop is open to inspection by appointment.
Send the scope, the category applied for and the submission deadline. Documents are returned by email in the order of the Annex A1 checklist.
